Since the support of ResellOne is basically non existant now, who do I go through if I want to reissue a SSL

What do you mean reissue?

You can either renew it through RW2 or order another one if it is expired.

If you made a mistake then GEOTrust has a time limit that you can request a cancellation and re order.

Maybe if you accidentally delete it from the webserver during a server upgrade or such? I think you're out of luck...

Edit: I do see a "resend" link now, so maybe you're not out of luck as the CSR is on the first page and the cert can be resent it looks like...

It actually depends. There is such thing as a re-issue. What happens is if for any reason you no longer have your certificate, if at the time of loss you are still within the original validity period for the certificate you can go to the Geotrust website and have the certificate issued to you again using a new CSR so you don't have to purchase it again.

Remember, this process will only give you a certificate that is valid for the remainder of your original validity period. The other qualification for this is that it must be a QuickSSL or better. This does not apply to RapidSSL orders.
