In the reseller interface there is this note:
* - Beginning 9 December 2004, COM, NET, ORG, INFO, BIZ and NAME domains are subject to an additional ICANN fee surcharge
What does this mean exactly?

My guess is that this is a holdover from OpenSRS... over there, you pay 9.85 for the domain plus the .25 fee to ICANN. So far, EV1 isn't passing it along.

So... long story short, disregard it. :)

Well, the 0.25$ ICANN fee is charged by ResellOne as a part of the domain price, so no, they don't leave it uncharged. Only Go Daddy tends to make a fuss about it by charging it separately on the top of their list prices. All other registrars (including Tucows/OpenSRS) have it included in the price. So for example the 6.49$ pricing for a domain means 6$ goes to Verisign as the .com/.net registry fee, 0.25$ to ICANN and 0.24$ is ResellOne's part. In total equals with a price tag of 6.49$.

The ICANN exists to additionally finance the operations of ICANN. It can be charged separately (again, only Go Daddy goes this) or as part of the whole price (which most do).

That is a fee that is already included in the cost of the domain registration.
