In "Tech Contact Information" there is "Email message to customer: Configure Message"
There is a default message and a message for affiliates, if there is no message for a certain affiliate, then does it mean that their users are getting the default message or does it mean that they get no message at all?
Thanks,

I can't find docs on this ANYWHERE, even on the OpenSRS site, so this is purely assumption...
...but I would guess that if you have the affiliate defined, have "Send Message" set to Yes, and don't have an actual message set up, they will get a blank e-mail as opposed to your default non-affiliate message.

My question was about if the affiliate is not defined in message settings but send message is set to yes for the default message. Do the affiliates get the default message?
By the way, I couldnt figure out a solid way to define affiliates, it seems like you can set the affiliate id anything and send the requests and it will be recorded as from the id you set. Is there a way?

In that case, I believe that's how it works. The affiliate message settings allow you to override the messages for specific, pre-defined cases, but if you place an order with an affiliate ID that you haven't made any customizations for (either creating its own message or creating it and setting Send Message to no), then it will use the defaults.
As far as defining them... I think it's designed to be kind of "open". I don't see a whole lot of tracking in the RWI, so I would assume that the developers probably felt somebody who was taking advantage of this would probably be managing their affiliate IDs (and providing stats/reports/etc.) on their end.
