I noticed the planet forums appointed a user as moderator to help keep the forums spam free as well as several admins there. I wonder if the ResellOne forums should appoint a few moderators to delete the obvious spam posts on sight?

I do as well, however I'm not sure we can commit the resources to appoint people in that same manner. I will however, make a specific request to my superior right now with emphasis on this post as proof that customers are asking for this service.

I think this forum software should also be upgraded and use better registration protections to stop spammers from registering at first place.

Agreed. A combination of a captcha image (just requires checking a box to enable it in the vbulletin admincp) and an anti-spam question can reduce the spammer signup by 90% as they move on to easier targets; right now with neither, this forum is an easy target.
I thought maybe the captcha and/or anti-spam question were a problem in terms of accessibility for disabled persons or something of that nature keeping them from doing it, but forums.theplanet.com does have a captcha image enabled so I don't think it's that as I would assume the same legal considerations would apply to both.

Disabled people if they have a company, can find somebody to help up with signup I think. It is a one time process anyway. :)
In addition to the captcha, I've found this http://www.vbulletin.org/forum/showthread.php?t=124828 to be very effective if the questions can be industry-specific and not obvious to the spammers. Maybe the domain registration and secure cert business would be too well known and "google-able" by spammers though for this to be effective. Or maybe it would also help them move to easier targets elsewhere.
Also this is handy http://www.vbulletin.org/forum/showthread.php?t=156444 to delete all of a spammer's threads and ban the spammer at one time without having to separately login to the admin CP to ban the spammers.

Something should be done about this ASAP, I come to this forum and find 11 new posts but only 1 is real... :(
